As Special Adviser to Vietnam’s Ministry of Science & Technology on technology commercialization and venture capital, Dr. Tran gave a speech on the roadmap toward a Silicon Valley model of technology innovations in Vietnam. The speech was on the occasion of the Conference on Technology Commercialization, chaired by MOST Vice Minister Tran van Tung and attended by senior officials of various ministries of the Government of Vietnam. Hướng đi mới cho Chương trình thương mại hóa công nghệ tại Việt Nam

Ngày 21/12/2012, tại Hà Nội, Văn phòng Phối hợp Phát triển Môi trường Khoa học và Công nghệ (KH&CN) phối hợp với Ban Quản lý Dự án Đối tác Đổi mới sáng tạo Việt Nam - Phần Lan tổ chức hội thảo khoa học “Một hướng đi mới cho Chương trình Thương mại hóa công nghệ tại Việt Nam”.

Đến dự hội thảo có Thứ trưởng Bộ KH&CN Trần Văn Tùng; đại diện Lãnh đạo và cán bộ các đơn vị thuộc Bộ KH&CN; đại diện một số Bộ ngành và Sở KH&CN địa phương; các nhà khoa học, chuyên gia tư vấn của các tổ chức quốc tế, các doanh nghiệp;…

Hội thảo được tổ chức nhằm xin ý kiến góp ý của các chuyên gia quản lý đến từ các bộ, ngành, địa phương; các nhà khoa học; doanh nghiệp; chuyên gia tư vấn của các tổ chức quốc tế;… cho Dự thảo Đề án “Thương mại hóa công nghệ theo mô hình mẫu Thung lũng Silicon” do Bộ KH&CN giao Văn phòng Phối hợp Phát triển Môi trường KH&CN thực hiện từ tháng 7/2012.

Tại hội thảo, TS. Nguyễn Sơn Lộ, Chủ nhiệm Văn phòng Phối hợp Phát triển Môi trường KH&CN và GS. TS. Trần Quang Vinh, Học viện Giáo dục Toàn cầu Hoa Kỳ đã trình bày tóm tắt Dự thảo Đề án. Theo nhóm đề án, hoạt động thương mại hoá công nghệ ở Việt Nam hiện nay còn nhiều hạn chế, trong khi xã hội đang đòi hỏi ngày càng mạnh mẽ KH&CN phải đi vào cuộc sống, các kết quả KH&CN phải được ứng dụng trong thực tiễn. Thương mại hoá công nghệ theo mô hình thung lũng Silicon đã hoạt động thành công không chỉ ở Mỹ mà còn ở một số nước như Ấn Độ, Hàn Quốc,… Chính vì vậy, việc nghiên cứu mô hình thung lũng Silicon để xem xét, vận dụng vào Việt Nam là cần thiết và có tính thực tiễn cao.

Các đại biểu tham dự hội thảo đã thảo luận sôi nổi và đưa ra nhiều ý kiến góp ý để hoàn thiện Đề án. Hầu hết các đại biểu đều cho rằng, việc thực hiện đề án “Thương mại hóa công nghệ theo mô hình mẫu Thung lũng Silicon” sẽ mang lại hiệu quả cao trong lĩnh vực KH&CN cũng như đối với sự phát triển kinh tế - xã hội nói chung.

Nếu đưa mô hình Thung lũng Silicon vào thực hiện đồng nghĩa với việc toàn xã hội chung tay góp phần xây dựng môi trường phát triển KH&CN, tận dụng được tối đa các công trình nghiên cứu của các nhà khoa học. Kết quả nghiên cứu của các nhà khoa học sẽ được đưa ra đánh giá, xem xét mức độ phù hợp đáp ứng nhu cầu của thị trường, xã hội và khả năng thương mại hóa.

Trong mô hình nghiên cứu của Thung lũng Silicon, các nhà khoa học không chỉ được tư vấn về đề tài chuyên môn mà còn được đào tạo những kỹ năng quản lý căn bản, kỹ năng thuyết trình, kỹ năng lập kế hoạch kinh doanh,… theo tiêu chuẩn quốc tế. Nhà khoa học không chỉ là những người nghiên cứu mà còn là những doanh nhân, kinh doanh trên chính sản phẩm nghiên cứu của mình và có thể tự quản lý, phát triển công trình nghiên cứu đó một cách độc lập.

Tại Thung lũng Silicon của Việt Nam, các nhà khoa học có thể có các nguồn tài trợ đến từ nhiều đối tượng khác nhau. Hơn thế nữa, những tài trợ này được cung cấp cho các nhà khoa học ngay từ khi họ có ý tưởng, đề xuất nghiên cứu sơ bộ cho công nghệ đến khi hoàn thành nghiên cứu và lập được kế hoạch kinh doanh cụ thể mang tính chiến lược. Đây sẽ là bàn đạp vững chắc để nước ta có thêm ngày càng nhiều doanh nghiệp khởi nghiệp chất lượng cao, thu hút ngày một nhiều vốn đầu tư mạo hiểm trong và ngoài nước, đưa nền kinh tế Việt Nam tiến xa hơn nữa trong tương lai.

Đây là hướng đi mới và cần thiết, với mục tiêu là tạo thêm một môi trường lý tưởng để hình thành, phát triển doanh nghiệp KH&CN, góp phần thực hiện thành công mục tiêu của Chương trình hỗ trợ phát triển doanh nghiệp KH&CN và tổ chức KH&CN công lập, thực hiện cơ chế tự chủ, tự chịu trách nhiệm nói riêng và Chiến lược phát triển KH&CN Việt Nam giai đoạn 2011 - 2020 nói chung.

Phát biểu tại hội thảo, Thứ trưởng Bộ KH&CN Trần Văn Tùng cho biết, Thủ tướng Chính phủ đã giao cho Bộ KH&CN nhiều nhiệm vụ rất quan trọng trong đó có việc phát triển lực lượng doanh nghiệp KH&CN. Mục tiêu đặt ra là đến năm 2015 chúng ta phát triển được 3.000 doanh nghiệp KH&CN, coi đây là một lực lượng sản xuất mới đóng góp vào phát triển kinh tế xã hội.

Để triển khai thực hiện mục tiêu này, Bộ KH&CN đã triển khai rất nhiều biện pháp phát triển KH&CN. Việc trao đổi, thảo luận tại hội thảo lần này là tiếp nối của một số hội thảo đã được tổ chức trước đó nhằm thu thập ý kiến góp ý của các nhà khoa học, những người có kinh nghiệm trong lĩnh vực phát triển thị trường công nghệ. Ý kiến góp ý của các đại biểu sẽ là cơ sở cho việc hoàn thiện Đề án, sớm trình Lãnh đạo Bộ phê duyệt và có thể triển khai trong năm 2013. Đồng thời là cơ sở đánh giá tính khả thi và giới thiệu Chương trình với quy mô quốc gia, quốc tế, mở ra hướng đi mới, phù hợp với điều kiện phát triển và hội nhập kinh tế quốc tế cho hoạt động thương mại hóa công nghệ tại Việt Nam.

Pinehill Capital LLC, a Company from the United States, Searching for Tourism Investment Opportunities in Binh Dinh and NEZ

In the afternoon of July 08th 2012, Mr. Le Huu Loc, Chairman of Binh Dinh Provincial People’s Committee together with the provincial leaders of Binh Dinh Economic Zone Authority (BEZA), Education and Training Department and Foreign Affair Department have welcomed and worked with the leaders of Pinehill Capital LLC, a company from United States including Dr. Tran Quang Vinh, Chairman and Director of the company and his staffs.

At the meeting, Mr. Le Huu Loc, Chairman of Binh Dinh Provincial People’s Committee has informed Leaders of Pinehill Capital LLC the overview of the provincial social – economic development as well as its potentials and advantages in out-carrying policies of investment assistance. At the moment, as one of the five provinces in “key provinces in Central Vietnam”, located in East – West Economic Corridor Line linking to Highland, Laos and Cambodia, Binh Dinh Province with infrastructure system of Economic Zone, Industrial Parks, traffic system of land ways, airport and seaport will surely answer the demands of industrial, commercial and service development.

Contacting with BEZA since January 2012, Dr. Tran Quang Vinh seems to know much about all the tourism areas in Nhon Hoi Economic Zone (NEZ) and in Binh Dinh Province. After doing sightseeing in NEZ, Dr. Tran Quang Vinh, General Director of Pinehill Capital LLC especially paid much attention on investing a complex resort of high class in NEZ, Binh Dinh Province. According to Dr. Tran Quang Vinh, the fourth position in Nhon Ly – Cat Tien Sea Tourism Line is suitable for his investing purposes though it is not as large as he expected.

The fourth position in Nhon Ly – Cat Tien Sea Tourism Line, called Southern Area of High Class Tourism Development, including resorts, hotels, recreation areas, sport areas of high class and green areas, beaches… with the total area of about 162.56 hectares, the largest area in Nhon Ly – Cat Tien Sea Tourism Line, is defined in Decision No 2864/QĐ-CTUBND dated 24/12/2008 on 1/2000 master plan of Nhon Ly – Cat Tien Sea Tourism Line . It faces East Sea, “Ca” stream and Nhon Ly village to the East; the green area separating Nhon Hoi New City and Nhon Hoi IP to the South; the third position in Nhon Ly – Cat Tien Sea Tourism Line to the North and Nhon Hoi New City to the West.

Also at the meeting, Dr. Tran Quang Vinh, Chairman and Director of Pinehill Capital LLC and Dr. Man Ngoc Ly, Director of BEZA have signed in the Memory of Understanding together. According to this MoU, Pinehill Capital LLC will invest a complex resort of high class at the fourth position in Nhon Ly – Cat Tien Sea Tourism Line with the total investment capital of about USD 175 million and with the construction period of 05 years. Furthermore, the company also paid much attention on vocational training in short terms for Binh Dinh Province. For the vice versa, BEZA will try their best to assist the investor in out carrying all the procedures for the project.

The Chairman of Binh Dinh Provincial People’s Committee highly appreciated the goodwill from Dr. Tran Quang Vinh and desired the project to early come true. Binh Dinh will give all the best conditions for Pinehill Capital LLC to carry this project out.
